Holy Cross Professor Analyzes the U.S. Foreign Terrorist Watchlist, Reveals Inconsistencies

Since 1997, the U.S. Foreign Terrorist Watchlist has been blacklisting America's enemies, yet some believe that it has done little to actually thwart terrorism attempts.

Helping to break down this complex issue is Eric Fleury '08, visiting assistant professor of political science at the College of the Holy Cross, and an expert in international relations theory, foreign policy and terrorism.

In an article for The Conversation, Fleury created an annotated version of the list which, he believes, "exposes the quirks, inconsistencies and strategic logic behind the 'terrorist' designation, revealing why it’s hardly a master directory of the militant groups most likely to target Americans."

Author of "On Absolute War: Terrorism and the Logic of Armed Conflict" (2019), Fleury is currently researching the formation and disruption of terrorist ideology.
